Hm... remembering from my elementary days when school uniform was required for me (though it is not one of those super cute ones like shown in anime)... the skirts are actually not that short that just sitting down would flash panties (as often shown in anime). It really would take some effort on boys to actually see anything... i.e. purposely and actively crouching down.... or purposely and actively flipping the skirts up (which to tell the truth would give anyone an eyeful as long as it is a skirt... it has nothing to do with it being part of the uniform).

If you really take a look at any J-drama instead of anime, you'll see that most of the uniform skirts are NOT as short. They more than likely reach the knees. A lot of anime's angle are not quite completely frontal so it seems like those uniform skirts are shorter than they seem. Pantsu incident as you call them are very rare in reality (i.e. if you tripped on something... but in that case, again... any skirt will have a chance of flashing panties).

Oh and also... anime/manga are a lot of time are not drawn anatomically correct in proportion that also contributes to skirts looking shorter than seemed. Zero no Tsukaima - Are you sure you haven't watched this? O.O If I'm not mistaken, as the series progresses, the ecchi gets more... (as in, season 3 has more ecchi than season 1).

Ranma 1/2 has ecchi, romance, comedy and action. The ecchi in this anime isn't overly exaggerated (as in there isn't some girl with gigantic breasts bouncing around all the time) and yet there are those moments.
